Fix: Python package installation for opentelmetry

This PR fixes the python package installation for opentelemetry packages. Since grpcio is supported through openssl environment variable ENV GRPC_PYTHON_BUILD_SYSTEM_OPENSSL=1 added. Adding Numpy binary to build scipy.
