[CI] Prune down lm-eval small tests

Optimize the lm-eval small tests to run complex models testing multiple things at once

• Smaller models in general
• Qwen2.5 (sliding window)
• MoE with weight-only quant
• Vision model with vision encoder unquantized

Once the PR is approved and ready to go, your PR reviewer(s) can run CI to test the changes comprehensively before merging.
