[XPU][CI] Drop the USTC PyPI mirror from the XPU image build - #7808

The extra index pins the XPU image build to mirrors.ustc.edu.cn, which the Intel CI agents cannot reach, so the dependency install fails before it gets to resolve anything. It is also actively harmful even when reachable: the upstream vLLM XPU base image exports UV_EXTRA_INDEX_URL=https://download.pytorch.org/whl/xpu, and a command-line --extra-index-url takes precedence over the environment variable, so passing the mirror silently drops the PyTorch XPU index from the resolution.
