Switch the scheduled main2main workflow from the a2 pool to the a3-16 pool:

  • run on linux-aarch64-a3-16-sh-001 with container cann:9.1.0-a3-ubuntu22.04-py3.12
  • main2main_tests.json now holds the reviewed 15-case selection

Switch the scheduled main2main workflow from the a2 pool to the a3-16
pool, based on the configuration proven across recent validation runs.

Runner / environment:
- runs-on linux-aarch64-a3-16-sh-001 (registered in actionlint.yaml),
  container cann:9.1.0-a3-ubuntu22.04-py3.12
- MAIN2MAIN_PAIR_ALIGNED_DEVICES=1: a3 exposes 8 dual-die devices, so
  scheduling requests a pair-aligned count (need + (need & 1)); without
  it HCCL init fails on odd requests
- MAIN2MAIN_TEST_TIMEOUT=3600 as a per-suite backstop (scheduling still
  targets <=20 min per case by arrangement, not by killing processes)
- concurrency group renamed to main2main

Compile / cache:
- ensure-csrc-cache target list '[]': the shared cache is x86-built and
  would poison the ARM64 key
- SOC_VERSION=ascend910_9391, MAX_JOBS=184, compile on-runner; a Save
  vllm-ascend csrc cache step publishes vllm-ascend-build-v2-<arch>-
  <tag>-<csrc_hash> for later runs

NPU health gating:
- the Check npu step only prints npu-smi / CANN info; free-chip
  detection lives in the flow's initialize phase, which pins
  ASCEND_RT_VISIBLE_DEVICES to chips below 20480MB HBM in use (fatal
  when none are free)
- apt ripgrep installed before the run: adapter fix sessions need rg

Flow invocation:
- flow cloned from the default branch, with a refresh guard (git fetch
  origin main && git reset --hard origin/main) so resident runners pick
  up flow fixes without manual /tmp cleanup
- MAIN2MAIN_BASELINE_REF=main2main_baseline (production baseline)
- resolve-source retries transient fetch failures; a failed baseline fetch
  falls back to fresh mode with a loud warning
- opencode auth via auth.json (DeepSeek official platform, keyed by
  MAIN2MAIN_API_KEY); any model in opencode's built-in catalog is
  selectable at dispatch

Case selection:
- main2main_tests.json holds the reviewed e2e selection (15 cases
  across 1/2/4-card groups, mirroring main2main_flow's test_policy.json
  allowlist - one representative per uncovered dimension, <=3-round
  makespan budget)
- a Load main2main test cases step feeds it to the flow via
  MAIN2MAIN_CASES_FILE -> MAIN2MAIN_TEST_CASES; the flow merges env
  cases with its own allowlist minus blocklist, so the two lists must
  be kept in sync
