[CI] Add max_model_len/enable_caching to TPUHybridKVCacheCoordinator

Description

Fixes the CI failure in tests/core/test_hybrid_coordinator.py.
This is caused by upstream update: vllm-project/vllm#53941.
Update vllm version to the exact commit of #53941.

Tests

Tested with python3 -m pytest -s -v tests/core/test_hybrid_coordinator.py::TestTPUHybridKVCacheCoordinator::test_decoupled_pool_initialization.
