Use standard Docker image instead of torch_nightly image for testing. Totally a work in progress and this might need to be done as a branch on vllm-project/ci-infra to test, but putting this up since I was playing around with it on the weekend.

@khluu how can I do appropriate testing for this PR on the ci-infra repo? This is my first PR to that repo, but I think I saw something about needing these to be branches on the upstream repo to get test coverage? Let me know and thanks
