I lied just a wee bit. Made a minor change to the test: iterative wait for condition instead of sleeping 15 seconds. |

This is a refactor that moves things around, but does not change any logic.
vtorc, as opposed toorchestratoranddecider. Renamed tests tovtorcto reflect that.vtorcnow has its ownendtoendshard. The shard is namedvtorc.Related issues
