This was prototype code which did stall requests, but it did not actually buffer them. Instead, the vtgate/buffer package implements this functionality now. Therefore, we no longer need this prototype code. Signed-off-by: Michael Berlin <mberlin@google.com>

Instead, the vtgate/buffer package implements this functionality now. Therefore, we no longer need this prototype code.
