We used to have a docker/local deployment that was deliberately removed in #16339. We are unlikely to add one back. Please look at docker/mini and see whether that meets your needs. If not, please provide a justification for why this is better / more maintainable than the old docker/local deployment or the existing docker/mini deployment.
