Publishes four commits that are currently stranded on main at the already-published 0.1.1244.

#3856	Stop orphaned apt-get starving Chromium install retries.

Bumps the three files a release touches: deno.json, src/utils/version-constant.ts, and the prebundled hydration-runtime.generated.ts (regenerated, since it embeds the version string and goes stale otherwise).

Verified the bump is above both main and npm view veryfront version, which were each at 0.1.1244; src/utils/version.test.ts checks the two versions match but not that they increased, so a release PR can otherwise land at an already-published version and no-op.
