`//#lint` declared `"inputs": ["!pnpm-lock.yaml"]`, intending "everything
except the lockfile". Turbo treats an explicit `inputs` list as a
replacement for the default set, so a list holding only an exclusion left
the task hashing two files — the root `package.json` and `turbo.json`:
turbo run lint --filter=// --dry=json
//#lint | total inputs: 2 | apps/*: 0 | packages/*: 0
oxlint lints the whole repository, so any pull request that did not touch
one of those two files replayed a cached "0 errors" no matter what it did
to the sources. That is how four `--deny-warnings` errors under
`apps/agents/agent/**` reached `main` with a green Formatting check on
#13710 and #13715 (`//:lint: cache hit, replaying logs`, 325 files), only
to surface on the next unrelated pull request that happened to touch the
root `package.json` (#13713, 336 files) and fail its Formatting job.
Listing `$TURBO_DEFAULT$` alongside the exclusion restores the intended
meaning. Verified against a deliberately reintroduced lint error: before,
the task reported a cache hit and passed; after, it misses the cache and
fails. Touching `pnpm-lock.yaml` still hits the cache, and repeat runs on
a clean tree still hit it too.
