Address review feedback from PR #5999. Fix modifier flag checks in the tool confirmation keyboard monitor to use only intentional modifiers (Shift, Control, Option, Command) rather than the full deviceIndependentFlagsMask. This prevents passive flags like Caps Lock, NumericPad, and Function from breaking keyboard navigation when they happen to be active.
