Require bearer auth for /deliver/telegram unconditionally (fail-closed by default). Add explicit dev bypass flag. Update messaging skill, telegram-setup skill, README, gateway README, and ARCHITECTURE.md to accurately reflect Telegram messaging capabilities, limitations, and new automation (webhook reconciliation, routing auto-config). Part of #6200.
