Implementation plan for Phase 2 of targeted host proxy routing — extends the targetClientId routing pattern from Phase 1 (PR #29322, host_bash) to host_file and host_cu.

  1. Core proxy changes — HostFileProxy + HostProxyBase targetClientId support + message types

  3. Tool schemas + executors — target_client_id in host_file_* and computer_use_* tools
  4. Swift / macOS — acceptance guard + result header for host_file and host_cu
  5. Tests — unit + route + regression
