even after manually dragging and dropping in Keyboard Layouts folder, login and logout, restart: it is still not visible in the list of input sources to choose from.

@Armiyants have you tried double-clicking on the "Keyboards Layout" shortcut and then drag it to the folder itself? Don't remember how exactly I did that but it worked fine for me

Restarting the computer resolved the issue for me.
