target/release/cp
```

Fails with:
```
Could not init the localization system: I/O error loading '.../target/release/cp/en-US.ftl': Not a directory (os error 20)
```

`target/release/cp/en-US.ftl` cannot exist, as `target/release/cp` is a binary, not a directory.
