Now that anvil comes with a default create2 deployer, we can mine hook addresses and deterministically deploy then with the create2 deployer proxy
This replaces a janky anvil-specific
vm.etchhelper function.Bonus: cleans up testing devex by using create2 instead of implementation + etch pattern
