📋 Description

This PR adds details of HasUrlSegmentChanged and MayAffectDescendantSegments on IUrlSegmentProvider, introduced in 17.3 to provide a means of retaining rare cases with custom providers following a significant performance optimisation to redirect tracking related to the common case.
