I'd accidentally removed this in PR #18889. Adding it back in to the "block-rte" package.

I'd accidentally removed the RTE Block Type Configuration property-editor in PR #18889.
(e.g. the Available Blocks field in the Tiptap data-type was blank! 😲)
Adding it back to the codebase, inside to the "block-rte" package.
