In the new cache, we decided only to evict what was necessary from the elements cache, however, in NuCache we'd clear the elements cache entirely. This PR reverts the elements cache to its former behavior.
The reason for this is that published elements are not really entities in the normal sense, instead they only live as property data. This means that when a piece of content is republished we have no good way of know what published element keys should be evicted from the elements cache.
