We had a depdency issue with NSwag (see #13367) so this merges the new-backoffice changes to the release branch
There is some changes to core stuff as well, but nothing that should affect anyone
This just cherry picks the commits that was headed for 11.1.0 (not that new-backoffice stuff won't be packaged/released)
