Revert "make parameter ignore epochs"

Reverts #5972

After training, I have noticed the parameter is not working as expected.
With further research, I figured out that best_fitness is not the parameter that affects EarlyStopping,
but fi parameter, so I should be editting that parameter.

I will make a PR after considering better code in terms of readability and cleanliness.
