Update package versions

Synopsis

While testing a new iotaa release meant to address an issue we discovered while reviewing #598, I took the opportunity to re-pin some uwtools dependencies at the latest versions. The new iotaa release saw only the patch component of its version number increment, so no change is visible in this PR's diffs, but a new uwtools development shell or installation into a conda environment should pull in its newest 0.8.3 package.
