Modify operation requirement test related scripts for the
fv3_gsdtest as requested by @climbfujiIssue(s) addressed

Testing
The
opnReqTestscript works for thefv3_controltest:thr,rst,dcp,mpi,bit,dbg. Note that failure to reproduce is a different matter.The following existing
opnReqTests have been run to make sure that existing tests do not break:cpld_control_p7:thr,rst,dcp,dbgcontrol:thr,rst,dcp,mpi,bit,dbgregional_control:thr,dcpThis PR does not change results.
