Add the documentation for RT and UT in the user's guide.

Testing
After git clone,
$ cd ufs-weather-model/doc/UsersGuide
$ make html
Then, open ufs-weather-model/doc/UsersGuide/build/html/index.html using a browser.
The relevant sections are 3.3. Building the weather model and 3.4. Running the model.
