This PR will add doxygen formatted documentation to the UFSATM submodule.

MOM6 main repository was updated on 20260302 which contains GFDL's MOM6 license switch to Apache PR and minor modifications from EMC developers (Denise and Dusan) to address NCAR's comments. Need to pull back to dev/emc.

The GitHub Action (GHA) check that reports increases in warnings or remarks will now specify how many more warnings/remarks there are compared to the previous log.

I should mention that the logs do have the control_p8_ugwpv1_tempo_aerosol_hail_intel problem child failing. I reran the test individually for completeness and it did pass.
