Sync CDEPS and CMEPS to ESCOMP

• Run the full Intel+GNU RT suite (compared to current baselines) on either Hera/Derecho/Hercules. Used C5--at least there we can test cpld tests w/ a second compiler LLVM). Hera+GNU were run for all coupled tests; all passed

Description:

Updates CMEPS and CDEPS for recent changes at ESCOMP. CMEPS has been updated to replace calls to ESMF_LogWrite that preceed an error exit with calls to shr_sys_abort which will include the error message in both the ESMF PET file and the stdout log. This requires a update to the shr code within the CDEPS repo.
