update GNU to include s2swa tests

Description

Updates GNU RTs to run S2SWA tests.

Issue(s) addressed

• fixes S2SW noaero test fails in Debug mode for GNU #1139

Testing

The Intel.GNU regression tests were run; all jobs completed but the cpld_control_p8 and cpld_debug_p8 failed due to missing baselines. New baselines will be required for these two tests on Hera and Cheynne GNU.
