Description

This updates the location of the RT directory on S4 and adjusts the S4 resources for running cpld_bmark_p8, on which only 40 nodes may be allocated at a time by a given user.

@DavidHuber-NOAA I think we can start working on the PR. we are considering to combine this PR to #1307 or #1299. Can we start the discussion in the pr conversations of #1307 and #1299?

@DavidHuber-NOAA we are about to merge in #1287. Once that PR is merged, your PR and #1307 and #1299 are next.
