Feature/add metplus capabilities noaacloud

DESCRIPTION OF CHANGES:

Added MET/METplus variables to the noaacloud machine file so we can run MET_verification E2E test on AWS. Also, modified the noaacloud's task local files to reflect a new spack stack location.

Ran MET_verification E2E test on AWS. Will run the fundamental tests through Jenkins since the local files were modified.

ISSUE:

This PR will help validate the MET/METplus installations on the noaa cloud platforms, which is captured in Issue 387.
