DESCRIPTION OF CHANGES:
This PR updates the version of manage_externals to fix the bug described by @christinaholtNOAA in PR #173.
TESTS CONDUCTED:
Checked out all external repositories successfully on Hera with new version of manage_externals. All code built as expected.
