DESCRIPTION OF CHANGES:
This PR takes the users guide and other documentation from the release/public-v1 branch into the master branch. Some spelling errors have been fixed and capitalizations made consistent along the way.
In addition, this PR adds the wflow_cheyenne.env file from the Users Guide so the master branch can be run on Cheyenne easily like other tier-1 platforms.
TESTS CONDUCTED:
Documentation changes required no testing. On Cheyenne a subset of the workflow tests were run, and while there were some failures, these failures were also seen with the top of the master branch, so they are not new.
