Add 3km grid over Indianapolis. This is about 600km x 600km in extent (200 x 200 grid points). It is intended for use in the WE2E tests.

Generalize script "get_WE2Etest_names_subdirs_descs.sh" to enable including experiment variable values in the CSV file it generates.

Bug fix - in var_defns.sh, the definition of CRES should use single quotes (like for all other variables in var_defns.sh).
