DESCRIPTION OF CHANGES:
Remove 0 from dynf0#fhr# and phyf0#fhr# in dependencies for post task in XML template. Required to allow post task to run after updating post files to three-digit hour precision in previous PR.
TESTS CONDUCTED:
Tested and works on Hera.
