Update grid parameters of GSD_HRRR3km grid of type JPgrid and enable running on it in NCO mode.

Rename the WE2E test nco_GSD_HRRR3km to nco_GSD_HRRR3km_FV3GFS_FV3GFS to emphasize that it uses FV3GFS for both the ICS and the LBCs; add this test to the full list of WE2E tests.
