Description of Changes:
@masih-e has added a new option in the Fire Behavior model that allows the diagnosed 10-m wind to drive fire behavior rather than the 3D wind field. This requires exposing the 10m winds for coupling in
GFS_surface_generic_post.F90whencpl_fireis true.Tests Conducted:
