Continuation of #990 (although in theory it could be applied independantly, but in practice stage2 only makes sense with stage1).
This lowers 'bin/opj_decompress -i ../MAPA.jp2 -o out.tif -d 0,0,256,256' down to 0.860s (IDWT 5x3 case)
Note: for IDWT 5x3 the function that does subtile decoding doesn't use the recent SSE2/AVX2 optimizations
