BUG: Use correct grouping for Erziehungsgeld #670

The Erziehungsgeld module (#585) uses anz_erwachsene_tu and anz_kinder_mit_kindergeld_tu as function inputs. The correct specification would use anz_erwachsene_fg and anz_kinder_mit_kindergeld_fg, but those targets don't exist currently.
This affects the output if there are children or adults of different fg (Familiengemeinschaft) but in the same tu (tax unit).
