ENH: Treatment of children in BGs separate from parents #1009

Is your feature request related to a problem?
If minors (or children <25) have their own BG it's unclear which rules apply regarding wealth exemptions, Regelsätze etc in both ALG2 and Kinderzuschlag. It could be the case that children are treated as adults then (would make sense if they live at a different place than their parents -- why else would they be in a different BG?). This is the behavior we have currently implemented.
A number of test cases of this constellation would help a lot.
Note that this might be a quite unimportant case (at least for minors).
