Check mtime of dest file if present. This only has an effect in cases where a target has multiple dest files and a previous run failed after one or more of the dest files had been created.

Currently, the time of the last successful run of a particular target is used to compare to the target's
srcfiles. If the target is configured withdestfiles as well, the mtime of thedestfiles should be used to limitsrcfiles.
