Summary
This PR intentionally changes no product behavior and carries the
no-releaselabel. The GitHub release/tag and npm artifacts have been withdrawn; PyPI cleanup is tracked as part of the incident closeout. The frozen 0.13.1 successor remains a draft and must not be merged or published.Verification
