This allows us to run most of test_dot variations on CPU. Those are quite slow though because run in a single thread, so I reduced input sizes for CPU.

…leaveTMem.cpp (triton-lang#7924) `TritonNvidiaGPU/interleave_tmem.mlir` fails under address sanitizer. The `ConstantIntOp` operations were created without attachment to any block in https://github.com/triton-lang/triton/pull/7622, which caused a memory leak.
