[VTA][OpenCL] intelfocl (apache#6126)

* intelfocl support

* disable tsim test

* bugfix to vta autotvm

* disable tsim test in task_python_vta_tsim.sh

* fix integration test

* update vta submodule and re-enable tsim tests

* remove unnecessary comments
