WebAC inheritance algorithm fails on a disconnected hierarchy

For a disconnected hierarchy, the WebAC algorithm results in a NPE. I.e.

Create this hierarchy /a/b/c with an ACL resource only on the root resource.
Then delete /a/b and /a/b/c in that order. The second delete request will fail
