This is a large update with preliminary documentation changes about Travis CI 3.x, meant mainly for current TCIE users as a reference material for TCIE upgrades.

Looked through this. Thank you so much for putting this together. I left suggestions, comments and questions on all text files.

Got it all in. I'm forcefully merging now in order to get the docs deployed. Thanks for thorough review!
