I think this will work for now. Normally, I'd rather have the configuration and package files in the root folder of the project rather than in the sub folder. Reason being that these wind up deployed with the code. But since we aren't minifying/etc. into the public folder using webpack/etc. yet, it can go next to the JavaScript it's linting.
