Fix timedelta serialization in tap-mysql

Context

Instances of datetime.timedelta are currently serialized using str(), which produces strings that are not valid ISO time strings:

>>> import datetime
>>> str(datetime.timedelta(hours=8, minutes=30))
'8:30:00'

Notice the missing leading zero.
