ci: freebsd job enhancements

This is similar to what has been done on buildkit repo:

• ci(test-os): retry logic for freebsd smoke tests step moby/buildkit#4486
• ci(test-os): increase vm boot time to 15m moby/buildkit#4363
• chore: split vagrant provisioning moby/buildkit#4147
• ci(test-os): fix freebsd job moby/buildkit#4378

Ok I think I found the issue. Seems to repro only when running through vagrant up 🙄
