Update dependencies to latest stable versions

- Updated Microsoft.Extensions.* packages from 2.1.0/8.0.0 to 9.0.0

- Updated test frameworks: xunit 2.6.6 -> 2.9.2, NSubstitute 5.1.0 -> 5.3.0

- Updated build tools: MinVer 4.3.0 -> 6.0.0, StyleCop, analyzers

- Fixed compatibility issue in Example project for Microsoft.Extensions.Configuration 9.0.0

- Maintained .NET 8.0 target and backward compatibility

- Build: SUCCESS (0 errors), Tests: 1 passed, 1 pre-existing failure
