BasicREPL MethodError: no method matching setup_interface(::REPL.BasicREPL...)

I assume it would be next to impossible to make Rebugger work in a BasicREPL (e.g. from within an emacs shell). This currently gives an error at startup. Can we check for this and do a more graceful exit?

Run Julia on any terminal that supports BasicREPL only. M-x shell in emacs does this. ENV["TERM"] will probably be "dumb". The standard startup.jl ends up giving the error above. As a workaround I just put a check on ENV["TERM"] in my startup.jl.
